1/4 cup of all-purpose flour = 30 g (1.1 oz) using King Arthur's spoon-and-level weight. USDA's Food Buying Guide uses a heavier 125 g cup, which gives 31.3 g.

Both figures assume the flour is spooned into the cup and levelled. Dipping the cup into the bag and scooping compacts the flour, so the same cup holds noticeably more — the most common reason bakes come out dry. The two official figures differ because King Arthur and USDA measured differently; neither is wrong. For results you can repeat, weigh your flour.
